Mr. President,

As I mentioned in my briefing a few days ago, my mission is to preserve
security at all costs.  I don't really care about a few technicalities like a
constitution.  In fact, I am not even sure that such a document exists, since
its very existence would seem to preclude the way we have run things inside
the bureau.  I assure you that no important laws will be broken by the
deployment of Clipper technology, and that you have nothing to worry about.
